8 cats were temporarily surrendered to TCAR. These are cats for whom TCAR assumes temporary custody in order to prevent permanent relinquishment or to protect the welfare of cats already in TCAR’s care. These cases are part of TCAR’s community support and animal welfare mission and are limited to defined, time-bound circumstances, such as cats surrendered temporarily for spay/neuter surgery or urgent veterinary care, nursing mother cats placed temporarily in foster care in connection with the permanent surrender of their kittens to ensure appropriate care for both queen and litter, and cats accepted during short-term owner hardship (e.g., housing displacement or acute financial crisis) where reunification is the intended outcome. In these cases, TCAR assumes medical and custodial responsibility for a limited period, with the goal of stabilizing the situation and returning the cat to its owner whenever possible, or ensuring the health and survival of dependent animals. These cats are reported separately from foster and adoption intakes because they are not surrendered for rehoming and do not enter TCAR’s placement program.

32 cats were served through TCAR’s Trap-Neuter-Vaccinate-Return (TNVR) program. These are unowned community cats for whom TCAR temporarily assumes custody in order to provide spay/neuter surgery, core vaccinations, and necessary medical treatment before returning them to their original outdoor location. TNVR cats are reported separately from foster and adoption intakes because they are not placed for rehoming and do not enter TCAR’s Rescue, Rehabilitate, Rehome program. As with temporarily surrendered cats, these cats are included in custody records to reflect the animals for whom TCAR assumes legal and medical responsibility, even when that custody is short-term and outcome-specific.

The 32 cats listed under other methods of disposition in Column P were returned to their outdoor colonies through TCAR’s TNVR program. These are unowned community cats for whom TCAR temporarily assumes custody in order to provide spay/neuter surgery, core vaccinations, and necessary medical treatment before returning them to their original outdoor location. DEATHS IN CUSTODY (COLUMN N)

Two neonatal kittens were admitted at under 3 days old and died within 24 hours of intake despite supportive care. A visual examination post-mortem revealed cleft palates, which would have prevented effective nursing and made survival unlikely. One kitten was found by a Good Samaritan as a critically ill stray. Despite immediate veterinary intervention, the kitten deteriorated and died at Veterinary Emergency Group in Washington, D.C.

EUTHANASIA (COLUMN M)

One kitten was found by a Good Samaritan as a critically ill stray and experienced rapid clinical decline. At the recommendation of the attending vet, the kitten was humanely euthanized at Veterinary Emergency Group in Washington, D.C. Although initial testing was negative for panleukopenia, necropsy results later confirmed infection. Two cats tested positive for panleukopenia and continued to decline despite emergency medical care. At the recommendation of the attending veterinarian, both were humanely euthanized at Veterinary Emergency Group in Falls Church, VA.
